does Syria deserve to be labeled a "rogue state"?
Depends on who you ask. In a global community sense, a rogue state is one that other nations regard as doing things its own way despite what many others have agreed to do together to promote peace. Hence the term "rogue". A country like North Korea falls under this term since they pretty much ignore the rest of the world for their own interests. But it's also a controversial term which is why I suggested it depends on who you ask. While the United States sees Syria or North Korea as rogue states, others such as Russia or Cuba don't and see them as either business partners or allies. From their perspective, they're not rogue states. They don't even prefer to use the term while others might.
