The federalist didn't want one because they thought if they put a bill of rights in the new constitution then they would be limited to those rights. Antifederalist wanted one so they could have their rights secured.

It's important to note that it wasn't until the 14th amendment, 1868, that the Supreme Court decided that the "Bill of Rights" should pertain to the States also, therefore each state had to adopt it to their constitution. The "Bill of Rights" mostly limits government power and it wasn't until after 1868 that the State power was limited.
