Why does water fill the bottom of a glass, rather than to the sides?

OpenStudy (anonymous):

Because water has very large IMF (Inter-molecular forces) within itself in comparison to the glass-water boundary. That is, H2O molecules are much more attracted to one another than they are to the glass.
