When the Articles of Confederation was passed, the states were given more power than the national government. Why did this happen?

The states (and the general population) feared that having a federal government that was too strong would lead back to tyranny and, over time, infringe the rights of the peoples and the sovereignty of the states. by keeping the federal government weak, the states and their citizens within could decide for themselves how they will be governed and how they will live their lives
