First find the difference between the two. To make the numbers easier I just used 2 and 1.4.

$$2-1.4 = 0.6$$

Then you mutliply by 100 to get $$0.6\times100 = 60$$

and divide by the original number, 2 to get $$60/2 = 30$$ which is your answer.

I'm working this of the formula 

(Difference x 100) / original = percentage difference
