if you asked me i would say no for the following reason
you could have two candy bars in the grocery cart that cost a total of $2, so the ordered pair would be $(2,2)$ or you could have to jars of caviar that cost a total $100, so the ordered pair would be $(2,200)$
same number in the first coordinate, different numbers in the second, not a function
