pH test- testing the acidity/basicity of the substance. Baking soda should have a higher pH vs the sugar. 

Solubility test- how well does one dissolve in water. Baking soda should be more soluble in water than sugar.

Simpler Tests: Add vinegar. There is effervescence in Baking Soda. Not in sgar.
