What is the difference between saying that one quantity is proportional to another and saying it is equal to another?

If quantity A is proportional to Quantity B, it means that, increment in one quantity will effect other quantity and vise versa. If quantity A is equal to Quantity B, it mean that both of them are equal in magnitude.
