1) The spoils system was originally used in the Jacksonian presidency 200 years ago, and he gave positions of power to his followers and people of his political party with the logic of "to the victors, the spoils." Therefore, I'd have to say the answer is C. 2) Well, Civil Service Commission and the Pendleton acts are practically the same thing, they say that you should be hired based on merit rather than who you support (which goes against the aforementioned spoils system.) The civil service system is, as I understand it, just the act of working for the government based off of your abilities, not who you support. Therefore, the only thing left is the Hatch Acts. So B.
