if you drive say $x$ miles, then the cost of Avis would be $35+.25x$ and the cost of Budget would be $50+.15x$
if you want to know where the cost is the same, set them equal and solve, i.e. solve 
$$35+.25x=50+.15x$$ for $x$ 
at that number of miles, it doesn't matter. if you drive more, Budget is cheaper, if you drive less, Avis is
