Why did the US government launch missiles into Sudan in the late 1990s? They thought Sudan was harboring ex-Soviets wanted for crimes in Afghanistan. They thought Osama bin Laden was there and wanted to assassinate him. They were retaliating for crimes committed by the Sudanese in Somalia. They thought there was a chemical weapons factory there.
