The Enforcement Act of 1870 gave the President the power to enforce the first section of the 15th Amendment. The first section of the 15th Amendment states that the right to vote could no longer be denied based on the color of someones skin or by their previous position as a slave. In other words, the Enforcement Act allowed the President to enforce the law that allowed African Americans could vote.
