I would say "Ideas" and MAYBE "Organization". I wouldn't say "Sentence Fluency" because sometimes, when you brainstorm you don't even use sentences! "Word Choice"? Nah.

Though, the reason I say that organization is a maybe because with pre-writing, you don't organize your sentences or paragraphs, but you do [kinda] organize your thoughs a little and you also may make diagrams to organize your thoughts. For example, when I pre-write I do this thing where I put the title, my name, and the genre. Then, I put bullets to make important events and possiblities that may happen in the middle of the story, and then I put "Ending" and under that I put all the possible endings that I like. So pre-writing CAN be [kind of] organizing...
