I'm trying to figure out the order in which these people speak.

Directrix (directrix):

So, you're saying that the function is decreasing?

Directrix (directrix):

If this is true -->"The table shows as more people come, the less time they speak," then the function is decreasing. I don't see any reason to assume that the two people who speak 11 minutes each came first to speak in the presentation. How do we know that a person who spoke for just 2 minutes did not speak first?

Directrix (directrix):

Maybe we should accept that the question is poorly written and try to get a linear regression out of the data.

Directrix (directrix):

So, using the points (2,11); (3,8); (4,5); (5,2) from the table, your conclusion that the function is decreasing is correct. Using this online regression calculator: http://easycalculation.com/statistics/regression.php gives that the data points are linear with equation: y = 17 - 3x. I would go with linear and decreasing based on what is given in the problem. What do you think @SadieK
