What are the two main factors that affect the global movement of ocean waters?

Factors that cause movements of ocean water are the tides caused by the Moon, The waves caused by the Winds and Weather and the overall circulation of the World's Ocean which ultimately get their energy from the Sun.

Ocean currents are set in motion by the wind. The rotation of the earth moves them clockwise in the Northern Hemisphere and counter clockwise in the Southern Hemisphere (the Coriolis effect). In places where deeper currents flow below surface currents, the deeper ones flow in the opposite direction of the surface ones. You also have thermohaline circulation, which is a massive, global current called the Global Ocean Conveyor belt. It is driven by differences in temperature and salinity, so density. Finally, you have the tides, which are created by the pull of the Sun and Moon our our little planet. Then, obviously you have the little ripples that are completely windblown.
