I'd say Hebrews civilization extended throughout Ancient Egypt and in the middle east before Christ was born. I think it did influence ANcient Middle Eastern civilizations. Just my opinion. As for the Babylonians and the A.syrians they were both expanded around the same time but eventually didn't influence a lot in the middle east. Phoenicians was only around egypt i think. The Persian empire, i think you're referring to the first one, it expanded around the western and central asia.
