A lentil plant with spotted seeds was crossed with another that had dotted seeds. The F1 plants turned out to have seeds that had spots and dots. What could be the reason?

Codominance--when one dominant trait doesn't completely dominate another, and a combination of both traits are shown. Kind of like in roses, when you have a dominant red (R) and a dominant white (W) you get RW, which is red and white coombined to form pink. Just like here, the spots and dots are combined.
actually @aurorablue01 , the example with the pink roses is an example of incomplete dominance. An example of codominance is an erminette-colored chicken. The allele for black feathers and codominate with the allele for white feathers, so they both appear evenly on the chicken, called erminette. The feather colors do not blend into gray. If it did, that would be incomplete dominance
