Why are committees considered to be more important in the House than in the Senate? a. The House is responsible for all of the legwork involved in creating legislation, making committees more of a necessity. b. The House is larger and therefore the representatives form committees to effectively address the variety of issues presented to them. c. The Senate is the upper house and needs to work cohesively at all times, thus making committees irrelevant. d. The House needs to address a greater number of issues and needs committees to deal with all of them.
