I don't know. It's not my homework. Government enforces legal contracts. I assume social contracts are word of mouth type stuff. If I promise you I'll pay you for mowing my lawn.

Why are you asking me for my opinion? This is formatted in a manner I'd expect a school to ask. Government has no place in honoring social contracts. Social contracts are formed between 2 consenting parties. If it's a legal contact, then it's subject to going to court etc. for resolving the issue @georgejafacules
