You could use that inequality in place of my first one. If you simplify the one I wrote a little bit, you get your inequality.

OR 12x + 18y ≤ (80 - 8) x + y ≤ 7 x ≤ 7 y ≤ 7

OK ... that should work. It almost seems too obvious to write x <= 7 and y <=7...but maybe that's what they're trying to get from you.
