He walked 2/5 mile on Tuesday. If you turn 4/5 into 8/10 then you can cut that in half to 4/10 which then goes down to 2/5 so that is how much he walked on Tuesday.

ok so you need to increase the fraction so that it's easier to cut in half. Since it is 4/5 you can multiply it by 2 to give you 8/10 which is equal to it. If you then divide 8 in half, since jay walked half the distance on tuesday, then it gives you 4/10 which breaks down into 2/5. does that make sense?
