i'll give you this, a lifeguard wouldn't be able to teach someone to scuba dive. lifeguards protect/help people on beaches, lakes, pools, ect..

you wouldn't need to contact a boat person until after you are certified. boat people can take you out on the water. also you dont need to contact state fish and game unless you'd like to dive in a certain area that needs permission. this leaves you with B, a dive shop operator. they can teach you and certify you.
