(x-1)² + (y-5)² = 9 is a circle with center (1, 5) and radius 3. See attachment for how to get that.

(x-1)² + (y-5)² > 9 would be shaded outside the circle. You may be able to eliminate options.

Look at the third one. Does it appear to you that the center is *not* (1,5)? It looks off to me but these graphs remind me of eye tests.
