SA of a cylinder is 2pir^2 + 2pirh, but only lateral so only consider 2pirh? By similar triangles, x/y=h/r, how do i find an equation to find the dimensions of the cylinder with the maximum lateral surface area?

Well, if you have a function of the surface area in terms of either r or h, you want to find the maximum of that, right? So take the derivative and set it to 0.

Nope. The lateral surface area is the surface area excluding the base of the shape.
