to see the portion of fastest motion , you should see the displacement in that time interval like for the time interval, 2 to 4 hour, the velocity=displacement/time interval=5/2=2.5km/hr as the displacement between the time interval between 2 to 4 hours = 5 km=final position(20)-initial position (15) and time interval is the difference of the time i.e. 2 hr here so if you use this method , you may get the answer as 4 to 5 hrs motion dipicts nothing but the velocity and more precisely the magnitude of the velocity with which the object is travelling so even if the velocity in the 4-5 hrs region , the velocity is -ve (slope of the graph=-ve) but magnitude is maximum so the fastest motion will be in that region according to me and it takes time to write such a big reply sorry and hope this helps you:)
