It is by the goodness of God that in our country we have those three unspeakably precious things: freedom of speech, freedom of conscience, and the prudence never to practice either of them.

He means that although we have the freedom of speech and conscience most people don't use either of them. God has blessed us with these freedoms but most people are too nice and wise to use complete freedom of speech and not many people follow their conscience either. I think this is right. Hope it helps
