They want the formula for a function. The function that would look like an upside down cone starting at (0,0) is f(x) = - |x|. Do you think that's what they're looking for? Picture holding a pointy snow cone cup upside down. The cone has a circulat cross section if you cut it straight. Look up conic sections to see the different ways to cut a cone.
