The Mongols adopted some Chinese customs but gave positions of power to foreigners. The Mongols were unable to conquer and unify the Chinese.

I'd go with the third option, that the Mongols adopted some Chinese customs but gave positions of power to foreigners. Under Kublai Khan, he organized his administration of China by borrowing what worked but was also concerned about giving the ethnic Chinese too much leeway. As a result, a lot of the power was given over to Mongols rather than the ethnic Chinese.
