2. Alfred H. Knight, in The Life of the Law, describes how the government in England evolved slowly over time. In an attempt to carry out the first job of law (see p. 4), various English governments encouraged the development of useful concepts, such as trying the accused in a court of law, that later were realized to be in need of revision. These revisions usually resulted in limitations on the power of the government, which is what Knight means by the second job of law.
