\[\frac{a^4b^3c^2}{a^2b^3c^7}\] lets work each variable separately, for a, \[\frac{a^4}{a^2},~~~~->~~~~a^{4-2}~~~~->~~~~a^2\]so it would be\[a^2~~~on~~~t op.\]

Now, for variable b, \[\frac{b^3}{b^3}~~~~~->~~~~b^{3-3}~~~~->~~~~b^{0}=1\]so the exponent canceled completely and it just disappeared. For variable c, \[\frac{c^2}{c^7}=c^{2-7}=c^{-5}~~~~~~~same~~as~~~~~\frac{1}{c^5}\] (just like any \[a^{-b}=\frac{1}{a^b}~~~)\] so you would have \[\frac{a^2}{c^5}~~~~~~~~~~~~~~MAKES~~~SENSE?\]
