Yeah, this is a fairly technical thing methinks. ***(Wikipedia looting)*** Evidently: Looks like a baroque style of composition in triple meter (weirdish time signature...) made of variations on harmonic progressions, often over a short repetitive bass line (like @Firejay5 said); in its use of variation it is similar to a Passacaglia, which instead uses variations on (not over) a bass line. But they also say that last bit is an ambiguous distinction, and is often defined the other way around.
