Yep. All parameterising does is link x and y to a single variable t.

so if i chose 5 it would be 5=3sin(3(5)) or no?

If t=5, then:$$x=3\sin(3*5)\ y=3\cos(3*5)$$So you get the point:$$=<3\sin(15),3\cos(15)>$$
