C. inward in either hemisphere. D. outward in either hemisphere. i picked d and it was wrong so im going with c now cause if im not mistaken its got to be both hemisphere

You are right. Cyclones have low pressure centers, but the winds would be balanced going around them (Coriolis forces) except that friction with the Earth's surface provides some slowing that allows the air to be pulled toward the center. Same in both hemispheres, though direction of flow rotation is clockwise in one and counter-clockwise in the other.
