What does blocking a user do?

I have a user I need to block, and I was wondering what that would do? Will that person know they were blocked?

well @PixieDust1 if they try messaging u it will say that they have been banned there for there can't message u. Also if that person fanned u and made a testimonial it will erase it. Hope This Helped :)
