I too would choose C because it said "kultur" on this beast's club. Kultur means 'German civilization and culture (sometimes used derogatorily to suggest elements of racism, authoritarianism, or militarism).'

In other words, the club represent kultur. Kultur = German people and its way of life, in a negative way. So since the club is used to attack this helpless woman, it's saying that German people are attacking innocent people. To prevent this 'mad brute' from doing anything worse, enlist the US army to 'destroy' them, the German people (German's soldiers to be exact).
