You add 2 2/3 to 4 1/3

"If he spends 2 2/3 hours more, he will complete 7 hours" means that he has spent 2 2/3 hours less than 7 hours. "Less" suggests subtraction. Let's subtract 7 - 2 2/3 and see what we get. See picture below.
