Bret had a rectangular piece of plywood with dimensions x feet and 10 feet. He put a frame along 15 feet of the edge of the plywood.

I wasn't clear. 2x + 20 is total perimeter of board. He has only 15 to frame it so needs 2x + 20 -15 more to complete the perimeter frame.

2x + 10 is the perimeter = twice the length plus twice the width,
though we are not told which the 10 corresponds to, so we do not know which the 2x corresponds to

That should have been "2x + 20"
and do not know to what the 20 corresponds.
