The answer is
\[0.5x^2 - 2x + 18\]

I had to write a system of given the number of camera cases produced and the corresponding cost. Then, solve the system for a, b, and c.

16 = 4a + 2b + c
18 = 16a + 4b + c
48 = 100a + 10b + c
This is the cost function:
\[c(x) = 0.5x^2 - 2x + 18\]
