1. y-10=3/2(x-4)
    y=(3/2)x -12/2 + 10                m*(3/2)=-1 --> 3m=-2 -->m=-(2/3)
    y=(3/2)x -6 + 10
    y=(3/2)x + 4

2. 2=m4 + c
   2=-(2/3)4+ c
  6=-2*4+3c
  6=-8+3c
  3c=14
    c=14/3

 --> y=-(2/3)x + 14/3
