If K is the midpoint of TD, determine if C is the midpoint if BD

And, by this--> C is the midpoint if BD --> Is BD supposed to be arc BD or segment BD or something else?

I am not saying that with any geometrical certainty. I still think there is something messed up with the instructions or the diagram or my understanding of it all.
