what is an emp? what kind of devices are affected by an emp burst and is the damage temporary or permanent?

An EMP is an Electro-Magnetic Pulse. Any kind of electronic device that is not designed to be shielded, or "hardened" against EMP will be affected by an EMP burst. EMP Damage is permanent. It does not matter if the device is operating or inoperative.
