I would say D? All the other answers don't really make sense… The X,Y,Z affair was a diplomacy issue with France, wherein the French didn't treat the American diplomats sent to try to resolve the Franco-American Alliance of 1778 very well. X, Y & Z were the names given to the French middlemen who wouldn't allow the American diplomats to meet with the French foreign minister, Talleyrand.
