James Bond (mass 60.0 kg) rappels from the top of a 50.0m building by rappelling from rest in his descent. a. What is his potential energy just before his leap? b. what is his kinetic energy when he is 10.0m from the bottom of the building? c. What is his kinetic energy just as he touches the ground? from this kinetic energy, what is his speed just as he touches the ground?

Potential energy is m g h, mass times gravitation times height (mks units) Changes potential energy become kinetic energy (0.5 m v^2) if there are no losses to friction, but rappelling does not seem like free fall. The question reads as though it is free fall.
