how could Franklin Roosevelt condemn the 1937 bombing of chinese civilian targets by Japan, yet condone the bombing of japanese civilian targets in 1947 with the Doolittle Raid?

It's a sticky topic, but the simplest explanation would probably be because Japan was the aggressor in their attacks on China -- China didn't want a war but Japan brought one anyway and often indiscriminately bombed and shot anyone in their way. The Doolittle Raid was a response to the Pearl Harbor bombing, so Japan was considered an enemy nation in that case when the bombers hit military and industrial targets in Tokyo. They didn't go out of their to bomb houses and schools.
