What is the main benefit of a system that allows rights such as freedom of speech to be limited? One person's desire to be heard cannot outweigh the rights of those who do not care. The rights of the individual can be kept primary despite the needs of the country. The safety of the country and its people as a whole can be kept the priority. Those who have offensive beliefs can be controlled without new laws being passed.

I think its C as well. These are odd questions indeed. A) defiantly doesnt make sense, neither does D), and B) doesnt seem like itd be a choice either because no country is going to put one person before the own needs of the country.
