The term resolution is referring to camera resolution. The sentence reads: The resolutions not high enough. Should I insert an apostrophe, as in The resolution's not high enough or ? ? This is a legal document. Thank you in advance.

Are you asking about grammar for the sentence "The resolutions not high enough."? I would believe you would add an apostrophe like you said, "The resolution's not high enough." Resolutions suggest plural resolutions... You need an apostrophe to state the resolution IS not enough.
