during the indiustrial revolution, workers had a difficult time working so hard for multiple hours. SO the first time it was created, it focused on making working less difficult. Organizing workers who appeared to be unskilled in certain trades or occupation. 
i'd say C is the answer to provide scabs to replace striking workers
