In order for the value to "grow", they are referring to X growing causes the overall value to grow. If therefor whatever is inside of the brackets needs to be greater than 1.
This is because (.5) ^ 2 = .25
If you kept increasing x, the value would shrink
B: here is your answer as it is greater than 1 (10/.45 = 22.2222)
