In 2000, the total amount of paper and paperboard recycled in the United States was 37 million tons. The population of the United States in 2000 was 281.4 million. On average, how much paper and paperboard did each person recycle?

In math language, "per" means division. So, 10 eggs per 5 baskets means 10/5 eggs/basket which means 2 eggs per basket. We want to know how much paper each person recycled or paper PER person. So, divide 37 million tons by 281.4 million, and you have your answer!:)
thanks but how do we turn 281.4 into a million?
"million" simply means you add 6 zeros to it, or multiply it by 10^6 if you've covered scientific notation. So 281.4 million means 281,400,000
