Why is the energy and biomass at the top layer of a energy pyramid lower than that present at the bottom of the pyramid?

OpenStudy (anonymous):

The energy and biomass pyramid works with the 10% rule. As you go up the pyramid, you lose 10% of the energy that is in the lower level. The organism at the top of the energy pyramid has eaten animals that are further away from eating natural vegetable and grass, the food source that gives the most energy. It is because of this and the 10% rule that the most energy has been lost by going up the pyramid. Does that make sense?
