Why is the energy and biomass at the top layer of a energy pyramid lower than that present at the bottom of the pyramid?

The organism at the top of the energy pyramid has eaten animals that are further away from eating natural vegetable and grass, the food source that gives the most energy. It is because of this and the 10% rule that the most energy has been lost by going up the pyramid. Does that make sense?
